Best Purchase Order and Approval Software for 2026: 12 tools compared for buyers
If you are choosing purchase order software, the right answer depends on who buys and how finance is set up. A ten person company on QuickBooks, a multi-location operator buying many small items and an enterprise with a shared services team all need different tools. This page groups twelve products by buying situation, so finance leads, procurement and IT can quickly see which option fits their approvals, accounting system and size.
The tools were compared on how they handle requests and approvals, budget limits, invoice matching, accounting connections, ease of use and how clearly the vendor publishes pricing. The page also notes what each vendor states about integrations, admin tiers and contract terms, since those details often sit behind a higher plan.

What is purchase order and approval software?
Purchase order and approval software replaces email chains and spreadsheets in the buying process. A requester describes what is needed, the tool sends it to approvers according to amount, department or budget, and an approved request becomes a purchase order sent to the supplier. When the invoice arrives, accounts payable compares it with the order and, in many tools, with the goods receipt. Buyers, department heads, finance and AP staff use it daily. The defining capabilities are approval routing, budget checks, invoice matching and a sync with the accounting system.

What to look for in purchase order and approval software
Begin with your current process: who requests, who approves, and which accounting system holds the final record. A tool that fits those steps will be adopted, and one that forces a new routine will be bypassed. The criteria below cover the functions that separate these products: approval routing, budget limits, invoice matching, accounting connections, catalogs, price structure and trial access. Test each one against a real purchase from your own team before comparing quotes.
PO creation and approval
This is the heart of the category: a request moves through the right approvers and becomes a purchase order. Strong tools handle custom request types, routing by amount, department or item, and pre-approvals for repeat buys. Weak ones force one fixed flow, so rejections restart the whole chain. In a demo, push a request through a rejection and a change.
Stampli: Create POs in Stampli, export to ERP, custom request types, preferred items.
Procurify: Purchase orders with approval routing.
Precoro: Requisitions, POs, receipts, invoices with automated approvals.
ProcurementExpress: PO requests with approvals, mobile apps for iOS and Android per GetApp listing.
Order.co: Requisitions to POs, pre-approvals at transaction and SKU level.
Budget control
Budget control stops overspend before the order is placed, not after the invoice arrives. Good tools compare each request with a department or account budget in real time and can block or flag it. Some vendors offer this only as an add-on or on a higher plan, so confirm what the entry tier includes.
Stampli: Budget controls listed; detail not given.
Procurify: Budgets and account codes.
Precoro: Real-time budget tracking on Automation plan.
ProcurementExpress: Requests are raised against predefined budgets and suppliers per GetApp listing.
Order.co: Built-in budgets, enforced by virtual cards.
Invoice matching
Matching compares the purchase order, the goods receipt and the invoice before payment is released. Two-way matching checks order against invoice, and three-way adds the receipt. Strong tools match automatically and show exceptions clearly, while weaker ones leave AP to compare documents by hand. Ask whether receiving is included in the plan you are pricing.
Stampli: Semi-automated 2 and 3-way match included; full automation by Billy available.
Precoro: 2- and 3-way matching on all plans.
Ramp: 3-way match against imported POs and item receipts under AP; also against Ramp POs with procurement; plan tier not clear.
Tipalti: 2-way and 3-way PO matching.
Tradogram: Receiving (GRN) as add-on or Premium.
Accounting / ERP integrations
The sync with QuickBooks, Xero, NetSuite, Sage or Dynamics decides whether finance enters data once or twice. Look for two-way sync of vendors, accounts and POs, automated GL coding, and a clear list of which ERP connectors sit on which plan. Ask how sync errors are reported and who fixes them.
Stampli: Dynamics 365 BC/Finance/GP, Oracle Fusion, NetSuite, Sage 100, Sage Intacct, SAP ECC and S/4HANA, Acumatica, QuickBooks Desktop and Online.
Procurify: QuickBooks Online, NetSuite, Sage Intacct, Dynamics 365.
Precoro: QuickBooks Online, Xero, NetSuite, Sage Intacct, Dynamics 365 BC, BILL.
ProcurementExpress: QuickBooks (Basic), Sage 50 (Better), Sage 200 (Best), NetSuite and Dynamics (Enterprise)
Order.co: QuickBooks Online, NetSuite, Sage Intacct, automated GL coding.
Catalogs / punchout
Catalogs and punchout let requesters order from approved items and supplier sites inside the tool. This speeds up ordering and keeps prices consistent. Stronger tools offer shared item lists and punchout to large suppliers, while simple ones rely on free-text requests. Check whether punchout is included or sold as an add-on.
Stampli: Preferred items; punchout not confirmed by the vendor.
Procurify: Product catalogs and PunchOut with Amazon Business, Staples, ZAGENO.
Precoro: Item and service catalog on Core; PunchOut on Automation.
ProcurementExpress: Amazon from Better; 100+ store from Best; custom store on Enterprise.
Tradogram: TradoCart PunchOut as add-on.
Price / entry cost
Cost structures vary widely: flat monthly fees, tiers based on managed spend, per-user pricing, or quotes only. Look beyond the entry price at add-ons for requisitions, receiving and punchout, platform fees and billing terms. Ask for a written quote at your volume and user count.
Stampli: Quote-based.
Procurify: Quote only.
Precoro: Published from $499/month.
ProcurementExpress: Four tiers by monthly managed spend, $415 to $2,550, plus custom.
Order.co: Demo only.
Trial / free tier
A trial or free tier lets you push real requests through before a sales process starts. Check how long it lasts, whether it includes the features you need, and whether a card is required. Several vendors offer only a demo, so plan time for a guided pilot instead.
Procurify: Demo and product tour only.
Precoro: Not mentioned on pricing page.
ProcurementExpress: 14 days, full features, no card.
Ramp: Free tier plus 30-day Plus trial.
Coupa: No free trial listed by the vendor.
Buying purchase order and approval software: security, admin and vendor checks
Once a tool fits the team, the purchase depends on what the vendor commits to in writing: single sign-on, user provisioning, audit logs, where data lives and the contract. The checks below use each vendor's public pages, so a blank means "ask", not "no".

What drives a purchase order and approval quote
6 of 12 vendors publish no usable price, so a shortlist starts with knowing what each one charges for. The most common basis here is "quote only, no stated basis" (5 vendors).

How to evaluate PO and approval software
The tools look similar in a demo: a request form, an approval chain and a PO. The difference shows in how well they match your approval rules, how they handle budgets and how cleanly they connect to your accounting system. Run your own purchase scenarios in every trial, involve a requester, an approver and someone from AP, and ask each vendor the questions below.
PO creation and approval
Rebuild your real approval chain in the trial, including thresholds, delegates, out-of-office handling and exceptions. Ask who can edit the workflow and whether changes require the vendor. Check how requests arrive, such as a form, email or Slack, and how easy it is for a first-time requester.
Budget control
Create a department budget and submit a request that exceeds it. See whether the tool warns, blocks or routes it for approval, and whether budgets can be split by project or cost center. Ask how budgets sync with the accounting system and whether the tool tracks committed spend.
Invoice matching
Process a PO, a receipt and an invoice with a deliberate mismatch. Check how the tool flags differences, who is notified and what tolerance rules exist. Ask whether matching is included in the plan or sold as part of an AP module.
Accounting / ERP integrations
Connect your real accounting system, such as QuickBooks, NetSuite, Sage or Xero, in a sandbox. Check which data syncs, in which direction, how often, and who supports it. Ask whether setup is included or billed as implementation.
Catalogs / punchout
Check how vendors are onboarded and whether you can maintain catalogs, punch-out or preferred supplier lists. Ask what controls exist for adding a new vendor, such as tax form collection and approval. Confirm how duplicate vendors are prevented.
Price / entry cost
Ask for a quote that matches your headcount, spend volume and modules, and have the vendor list everything that is not included. In this list, many tools publish no price. Compare quotes on the same scope and ask what happens at renewal.
Trial / free tier
Use the trial or sandbox for a full request-to-pay cycle with real users. Many vendors in this list offer only a demo, so ask for a sandbox or pilot. Check which features in the trial are not included in the plan you would buy.
Questions to ask PO and approval software vendors
A procurement tool touches money, vendors and audit trails, so sales calls should go beyond a feature tour. These questions are designed to expose gaps in controls, security and contract terms. Send them in writing ahead of time and record the answers, so your finance and IT stakeholders can review them together. Use them as a checklist when you compare quotes, and keep the answers with your records for the renewal.
Which plan includes SSO and role-based access?
Security controls vary by plan across this category, with SSO sold as an add-on or reserved for higher plans on some tools. Ask which plan you need and what the price is.
How does the audit trail work?
Ask whether every request, approval, edit and override is logged with user and time, and whether the log can be exported. Auditors will ask for this.
What does the accounting integration really sync?
Ask which objects sync, such as vendors, POs, bills and payments, and in which direction. Ask who fixes a failed sync and how errors are shown.
How are approval rules changed, and by whom?
Ask whether finance admins can change rules without vendor help, how changes are versioned and whether pending requests are affected.
What modules are not in the quoted price?
Ask the vendor to list requisitions, budgets, receiving, contracts and custom approvals and mark which are included. Many of these are priced separately.
What are the term, renewal and exit conditions?
Ask about minimum term, notice period, price increase limits and how you can export POs, vendors and approvals if you leave.
How to run the decision
Run the decision by mapping your approval process first, then testing two or three tools against the same scenarios. Include finance, requesters and IT in the trial, send security and contract questions in writing, and compare quotes on the same scope. Choose the tool that fits your controls and integrations, and write down the exit terms before you sign.
Our recommendation
Choose by fit first: your accounting system, the number of requesters and how much matching and budget control you need. Shortlist two or three tools, run one real purchase and one invoice exception through each, and ask finance and a requester to judge them. Before signing, get written answers on which features sit in which plan, ERP connector coverage, contract length and renewal terms.
Purchase Order and Approval Software: frequently asked questions
What is purchase order software?
Purchase order software manages the path from purchase request to approved order to matched invoice. It routes requests to approvers, checks budgets, issues POs to suppliers and links to the accounting system. Some tools also handle receiving and invoice matching.
What is the best purchase order software for small business?
Small teams often look at ProcurementExpress, Tradogram, Precoro and ProcureDesk. ProcurementExpress offers mobile approvals, Tradogram starts at $99 per month, and Precoro publishes monthly prices with matching on all plans. Match the tool to your accounting system first.
How does a PO approval workflow work?
A requester files a purchase request, and the software sends it to approvers according to amount, department or item type. After sign-off the request turns into a purchase order for the supplier. Once the invoice comes in, it is checked against the PO and, in many tools, against the goods receipt.
Do I need a PO system if I use QuickBooks?
QuickBooks tracks bills and payments, but approvals usually happen in email or chat. A PO tool adds request routing, budget checks and matching, then syncs back. Tradogram, Precoro, ProcurementExpress, Stampli and Order.co list QuickBooks connections.
Is there free purchase order software?
Free options are limited. Ramp has a free tier, though its purchase orders need the Procurement add-on on the Plus or Enterprise plan. Most others offer a trial or demo only, such as ProcurementExpress with 14 days and no card.
Which purchase order and approval software include SSO below the enterprise plan?
Procurify (Listed as a platform security feature, plan not specified); Precoro (Automation plan and up (not Core)). The other tools either reserve SAML SSO for their top tier or do not say on their public pages.
