Best SaaS License Management Software for 2026: 12 tools compared for buyers
Companies pay for far more software seats than people use, and SaaS license management software is how IT and finance close that gap. This page compares the best SaaS license management tools for different situations: a small IT team with a handful of apps, a Microsoft 365 shop, a service desk adding license tracking, and large enterprises with on-premises software too. Each of the twelve tools is described by fit and by what it does with seat data.
The tools were compared on how they measure usage, whether they can reclaim licenses, how many apps they connect to, how they link to renewals, and how openly the vendor publishes pricing. The page also notes what each vendor states about identity provider connections, admin access and contract terms.

What is SaaS license management software?
SaaS license management software compares the paid seats a company holds with the seats people actually use. It connects to apps, identity providers and sometimes contracts to see who has an account, when they last worked in it and when the contract renews. IT teams use it to remove idle accounts, finance teams use it to cut waste before renewal, and procurement uses it to plan negotiations. The defining capabilities are a usage signal, license reclaim, rightsizing suggestions, renewal tracking and broad app coverage with seat data.

What to look for in SaaS license management software
Start with what you need to control: idle seats, upcoming renewals, access risk or all three. Then check how the tool gets its data, because license savings are only as good as the usage signal behind them. The criteria below cover the functions that separate these products: usage measurement, reclaim, app coverage with real seat data, rightsizing, renewal linkage, pricing and identity provider connections. Test each against the five apps where you pay for the most seats.
Usage signal
The usage signal tells you whether a seat is truly used. A last-login date is the simplest signal, while activity data from the app shows real work. Strong tools combine identity provider logins, app API data and sometimes a browser extension. Weak setups miss users who log in outside the SSO tool. Ask which signal is used for your top apps, and test it on a few accounts you know are idle.
Reftab: Software usage and spend (detail not documented)
BetterCloud: Chrome extension, SSO and direct integrations.
Freshservice: Compares purchased entitlements to user login activity (Harvest Licenses, announced 2026-04-02)
Flexera One: Usage shown beside license data to find underused licenses.
Josys: Activity signals and browser extension.
Automated reclaim
Reclaim means taking back an unused seat, ideally without a ticket. Good tools set rules, such as removing a seat after 60 days idle, notify the user first and log the change. Weaker tools only report idle accounts and leave the removal to IT. Check which apps support automated removal and which only support alerts.
BetterCloud: License reclamation listed under Spend Optimization.
Freshservice: Identifies unused licenses; automated reclaim not confirmed by the vendor.
App coverage with seat data
Seat data comes from per-app connectors, so the count of integrations matters less than their depth. A connector that reads only the user list is far less useful than one that reads roles, last activity and license type. Ask for the connector list for your own apps and what data each provides. Expect gaps for niche tools.
Freshservice: Software license management extended to SaaS; SaaS Discovery listed in higher ITAM tiers.
Flexera One: Vendor does not state a count; links a technology vendors supported list.
Josys: 50K apps in discovery engine (vendor)
CloudEagle: 500+ integrations claimed; per-app seat depth not confirmed by the vendor.
ServiceNow Software Asset Management: Built-in SaaS license connections plus custom connectors for apps with an API via Integration Hub and Flow Designer.
Rightsizing recommendations
Rightsizing turns data into a recommendation, such as dropping a premium tier for light users or removing duplicate apps. Strong tools compare usage with the contract and show the savings. Weak ones show a dashboard and leave the analysis to you. Ask to see recommendations on real data from a trial or pilot.
BetterCloud: License utilization and contract benchmarking.
Freshservice: Flags unused or redundant licenses against purchased counts.
Flexera One: Right-sizing and redundant app removal described.
Josys: Unassigned and underutilized license reports.
CloudFuze: Vendor publishes Microsoft 365 and Google Workspace license optimization pages.
Renewal linkage
Seats can usually be cut only before a renewal, so linking usage to contract dates is what turns insight into savings. Look for renewal alerts with enough notice, contract and invoice ingestion, and owner assignment. Check how far ahead alerts fire and who receives them.
BetterCloud: Contract management and BetterRenewal module (first contract free)
Flexera One: Renewal dates shown with usage; AI invoice and contract ingestion.
Zluri: Part of SMP.
Torii: Renewals included in the SMP product.
Josys: Renewal alerts listed.
Pricing model
Most vendors price by quote, based on users, apps, integrations or modules. Compare the likely cost with the savings you expect, and ask whether some connections need an enterprise plan in the connected app. Ask about free tiers, per-user models and multi-year terms.
Reftab: $9 per tracked software user per year; free up to 50 assets.
BetterCloud: License-based custom quote, modular.
Freshservice: Per agent plus Asset Unit packs.
CoreView: Quote only.
Flexera One: Quote only.
IdP integrations
Identity provider connections such as Okta, Microsoft Entra and Google feed the user and login data that most tools rely on. Check that your provider is supported natively, how often data refreshes, and what is covered by an open API. Also ask about HR, finance and ticketing connections for on and offboarding.
Reftab: Microsoft, Okta, Adobe; Intune, Jamf, Jira on hardware side.
BetterCloud: 100+ native integrations plus open API.
CoreView: Microsoft 365 focus.
Flexera One: API connectors, Universal Connector, SAP Concur, Coupa, SSO and CASB.
Torii: Integration list published on vendor site; count not confirmed by the vendor.

How to evaluate license management tools
Demos in this category look polished because they use clean sample data. Your evaluation should use your own apps and your own directory. Ask each vendor to connect your top applications during the trial and show real seat counts. Use the criteria below to test accuracy, automation and coverage, and write down which connectors are native, which are manual and which are missing. Comparing against the same ten apps keeps the vendors honest.
Usage signal
Ask exactly how usage is measured: last login, product activity or API data. Pick three users you know are inactive and see whether the tool flags them. Ask how the signal is refreshed and what it does when an app does not expose activity data.
Automated reclaim
Request a demo of the reclaim workflow from detection to canceled seat, including the approval step and the notice to the user. Check what happens when the app has no API for removal. Ask who can approve a reclaim and where the action is logged.
App coverage with seat data
Give the vendor your top ten applications by spend and ask which are connected through a native API. Treat a large connector count as marketing until your own apps are on it. Ask how new connectors are requested and how long they take.
Rightsizing recommendations
Ask for a recommendation on a real contract and check the logic behind it. Verify it accounts for tier minimums, committed terms and seat price breaks. Ask whether savings figures are measured or estimated.
Renewal linkage
Load a few real contracts and check that renewal dates, notice periods and auto-renew clauses are captured. Confirm that alerts reach the contract owner in time to act. Ask how contract data is entered and kept current.
Pricing model
Ask for a written quote that states the unit, the term and what is included. Check what changes if headcount or application count grows. Compare quotes against your expected savings and ask what happens at renewal.
IdP integrations
Connect your identity provider in the trial and check that users, groups and leavers sync correctly. Confirm support for Okta, Entra or Google Workspace as used by your company. Ask whether provisioning actions run through the same connection.
Questions to ask license management vendors
This category touches identity data, app admin access and contract terms, so a sales call should cover security as much as savings. Pricing pages often omit these details, and many vendors here sell through demos. Bring the questions below to every vendor, request written answers and compare them across your shortlist. Use the same list for every vendor so the answers stay comparable.
What access do your connectors need?
Connectors often need admin or read access to your apps, which is a security decision. Ask for the exact scopes, how credentials are stored and whether access can be limited to read-only.
Which plan includes SSO, and do you support SCIM?
Torii states SAML 2.0 SSO for customer logins but not which plan includes it, and Freshservice lists SSO on all plans without naming SAML. Ask for the plan, the protocol and any SCIM support in writing.
Which of our applications have native seat data?
Send your top ten apps and ask which are native, manual or unsupported. Seat data depends on per-app connectors, so this answer sets your realistic savings.
How are savings figures calculated?
Some vendors publish company-reported savings numbers. Ask whether they are measured against contracts, how they treat renewals and whether a customer in your industry will confirm them.
What are the contract, term and exit conditions?
Many vendors here list no contract terms publicly. Ask about term length, auto-renewal, price changes and data export on exit, and request the master agreement and DPA for review.
How to run the decision
Run the decision as a pilot, not a demo vote. List your top applications and the identity provider, then shortlist three vendors. Have each connect your real data and report seat counts you can verify. Send the security and contract questions in writing and involve IT, finance and procurement in the review. Choose the tool whose numbers you trust, and set a review date after the first renewal cycle.
Our recommendation
Choose by where your seat waste sits: Microsoft 365, many SaaS apps, or a mix with on-premises software. Shortlist two or three tools and run each against your largest apps with a pilot, checking that idle seats match what you expect. Before signing, get written answers on connector depth, which identity providers are native, and the contract and renewal terms.
SaaS License Management Software: frequently asked questions
What is SaaS license management software?
Its job is to compare the paid seats a company owns with the seats people actually use, so idle ones can be reclaimed or cut at renewal. Tools generally plug into apps and identity providers and tie usage data to renewal dates.
How do I find unused SaaS licenses?
Start by linking the tool to your identity provider and your biggest apps, then line up last-login or activity dates against the seats being paid for. Freshservice, Flexera One and Josys each report unused or underutilized licenses. Spot-check a few flagged accounts manually before removing anyone.
Can licenses be reclaimed automatically?
Some tools can. BetterCloud lists license reclamation under Spend Optimization, while Freshservice identifies unused licenses but does not confirm automated reclaim. Ask each vendor which apps support automatic removal.
What is the difference between SaaS license management and software asset management?
SaaS license management focuses on cloud app seats, usage and renewals. Software asset management also covers on-premises licenses and compliance. Flexera One and ServiceNow Software Asset Management cover both.
Is there free SaaS license management software?
Not really, though two vendors give you a way in without a contract. BetterCloud includes its Spend Optimization Basic tier at no cost, and Reftab charges nothing until you pass 50 assets. After that Reftab bills $9 per tracked software user per year. Expect quotes elsewhere.
Which SaaS license management software include SSO below the enterprise plan?
Freshservice (Listed on all plans (SAML not named)). The other tools either reserve SAML SSO for their top tier or do not say on their public pages.
