Best Survey and Form Software for 2026: 12 tools compared for buyers
Before comparing survey software, decide what you need to find out and who is going to reply. We reviewed twelve survey and form products used for customer feedback, NPS, employee questionnaires and research, ranging from free builders that suit one founder to enterprise suites, and we note which buyer profile each product serves best.
Our review looked at question formats and branching, ways of reaching respondents, reporting depth, connections to other systems, caps on responses and how easy each product is to learn. Listings also record published details on security, single sign-on, where data is hosted and contract conditions, so IT and procurement can narrow the field early.

What is survey and form software?
Survey software is a tool for writing questionnaires, sending them to respondents and making sense of the answers. Teams use it for customer feedback, NPS, employee pulse checks, event follow-ups and market research. At the simple end sit form builders with a handful of question types, and at the other end sit research platforms with advanced logic, respondent panels and statistics. The defining capabilities are varied question types with branching, several ways to reach people, reporting and export of results, and integrations that move responses into a CRM or workflow tool.

What to look for in survey and form software
Begin with the research question and the audience, not the tool list. A short feedback form, a company-wide employee survey and an outside market study place very different demands on logic, reporting and data handling. Then count who will build surveys, how many responses you expect each month and where results must flow. The criteria below describe each capability in practice and show where simple form builders end and research platforms begin.
Question types and branching logic
In a demo, build your most tangled questionnaire, with branching paths and answers carried into later questions, and see whether the tool copes without workarounds. A product limited to a flat list of items forces respondents through irrelevant pages and lowers completion. Ask the vendor which formats and logic features belong to which plan, since the advanced ones are frequently held back for pricier tiers.
Tally: Conditional logic, answer piping, signatures, file uploads, payments on the free plan.
Zoho Survey: Skip logic and random question selection from Basic; piping logic and custom variables from Pro.
SurveyMonkey: More logic on Advantage; advanced logic, block randomization and multilingual surveys on Premier.
QuestionPro: 30 to 52 question types depending on plan; skip logic, branching and piping.
Sogolytics: 50+ question types, skip logic and branching, AI-assisted question creation.
Distribution channels
Ask how a finished survey actually gets in front of people: a public link, email invitations, a page embed, a printed QR code or a text message. Send a test through each route you expect to use and watch how it looks on a phone. Confirm in writing which routes your plan covers, as SMS and offline data capture tend to be reserved for higher plans.
Zoho Survey: Email, link, embed, pop-up, social, offline collection; SMS from Plus.
QuestionPro: Email with automatic reminders; other channels not confirmed by the vendor.
Sogolytics: Email, SMS, QR code, link, embed, mobile app.
Qualtrics: Email, SMS, anonymous link.
Jotform Sign: Email, link, embed (signing); form builder channels not researched.
Analysis and reporting
During a trial, load sample answers and try to produce the report your boss would request. Look for filtering, cross-tabulation, live dashboards and export to Excel or PowerPoint, plus AI theme grouping or statistical testing if you do research. A basic list with simple charts can be enough for small polls but frustrates analysts. Ask the vendor to demonstrate it on your own data.
Tally: Drop-off analytics on Pro.
Zoho Survey: Customizable reports from Plus, sentiment analysis from Basic, XLS/CSV export, SPSS export on Pro.
SurveyMonkey: AI and thematic analysis, multi-survey analysis, significance on Advantage; crosstabs on Premier.
QuestionPro: Real-time shareable dashboards and AI theme/summary tools; crosstabs not confirmed.
Sogolytics: One-click insights, filter/segment/compare, live report links, export to PowerPoint, Excel, Word.
Response limits per plan
Look up whether the allowance is counted per survey, per month or per year, because this number usually separates one plan from the next. A small allowance works for occasional forms yet fails when you poll all customers or staff. Ask the vendor what occurs once you reach it: extra responses billed, collection paused, or an upgrade forced.
Tally: Unlimited forms and submissions on Free under fair use policy.
Zoho Survey: Free 100 per survey; Basic 12,000 per year; Enterprise unlimited.
SurveyMonkey: 50,000 per year Advantage, 100,000 Premier, custom Enterprise; EUR 0.10 per extra response.
QuestionPro: Free 200 per survey; Advanced 25K/yr; Team 100K/yr; Research Suite custom.
Jotform Sign: Free plan 100 monthly submissions per Sign FAQ; paid not detailed.
CRM and workflow integrations
List the systems that should receive answers, perhaps a CRM, a spreadsheet, a chat tool or an automation service, and test each connection in the trial. Native links to Salesforce, HubSpot, Slack or Google Sheets save time, and a webhook or API covers the rest. If a link is missing, a colleague will copy data manually, so ask for the exact connector list.
Tally: Google Sheets, Notion, Airtable, Zapier, Make, webhooks free; Google Analytics, Meta Pixel on Pro.
Zoho Survey: Slack, Shopify, Zendesk, Eventbrite on Basic; Zoho CRM, Tableau, Google Sheets, Zapier, Zoho Recruit on Pro.
SurveyMonkey: Only Zoom (Enterprise) named on pricing page.
QuestionPro: Salesforce, HubSpot, Slack, Microsoft Teams, Tableau, REST API, webhooks.
Sogolytics: Automation and integrations section exists; specific integrations not confirmed by the vendor.
Panel and research features
Ask whether the vendor can supply respondents you do not already know, through a purchasable panel or managed recruiting, and how the price is quoted. This matters for market studies and niche audiences, and most form builders offer nothing of the kind. If your questionnaires only go to existing customers or colleagues, you can safely ignore it.
Zoho Survey: Purchased responses available from Plus.
SurveyMonkey: Not included in any plan; SurveyMonkey Audience sold separately.
QuestionPro: Research Suite cites 22+ million respondents via Audience.
Sogolytics: Survey Panel Services via Managed Research.
Pricing model and real cost
Request a full quote at your expected team size and response volume, then ask which items are billed separately. Vendors price by seat, by account, by response tier or only by custom quote, and each scheme behaves differently as you grow. Flat account fees reward growing teams, while per-user fees favor a few heavy users. Compare overage and add-on charges as well.
Tally: Flat account price, unlimited team members on Pro.
Zoho Survey: Per account tier, not per seat; Enterprise includes 3 users.
SurveyMonkey: Per user per month billed annually, 3 users minimum on team plans.
QuestionPro: Per user per month billed annually; Team Edition is cheaper per seat than Advanced but needs 5+ users.
Sogolytics: Quote based on responses and admin users (surveys) or employee count (EX)
Target company size
Check which company size the vendor designed for by asking about admin roles, support channels and SSO. A solo founder wants an easy start and a free plan, whereas a large employer wants user management, hosting choices and single sign-on. Buying a product made for your scale avoids both missing controls and complexity you will never use.
Tally: Solo users and small teams.
Zoho Survey: Small and mid-size teams, especially inside the Zoho ecosystem.
SurveyMonkey: Small teams to enterprise.
QuestionPro: Individuals to enterprise research teams.
Qualtrics: Enterprise.
Buying survey and form software: security, admin and vendor checks

Must-haves and what each vendor publishes
A blank is not a no, but it is work for your security review. Alchemer publishes the most (2 of 5); Qualtrics and Wufoo publish none of these controls, so every question goes to their sales team. How to evaluate survey software
Survey tools handle respondent data, sometimes sensitive employee or customer answers, so evaluation should cover both usability and data handling. Build one real survey in each shortlisted tool, distribute it to a small group and review the results. Use the criteria below as your checklist, and record how each tool performed on the same tasks. Keep notes on which answers came from the vendor in writing and which came from a sales call.
Question types and branching logic
Build a survey with branching, required questions and at least one matrix or ranking question. Check how logic is edited, previewed and tested before launch. Ask whether logic can use previous answers and hidden fields, and whether it is limited by plan.
Distribution channels
Send the same survey by link, email and embed, and check how each looks on a phone. Test whether you can limit one response per person and track the source. Ask which channels, such as SMS or QR codes, are included in your plan.
Analysis and reporting
Run the survey with test responses and apply filters and a crosstab. Export raw data and check that your analyst can use the format. Ask whether dashboards can be shared and who can see individual responses.
Response limits per plan
Ask what happens when you reach the cap: stop collecting, charge overage or require an upgrade. Check how responses are counted, since partial answers can count as responses. Request the answer in writing before a large campaign.
CRM and workflow integrations
Connect the survey to your CRM or Slack and check what data is sent and when. Test whether fields map correctly and whether failed syncs are reported. Ask which integrations are native and which require an automation tool.
Panel and research features
If you need external respondents, ask who supplies the panel, how respondents are screened and how quality is controlled. Check whether panel purchases are billed separately. Ask for a sample of the demographics you could target.
Pricing model and real cost
Ask the vendor for a written quote at your seats and response volume. Confirm what the unit is: user, account, response or interaction. Check how pricing changes at renewal and what is excluded from the plan.
Target company size
Check admin controls such as roles, shared folders and workspace management at your team size. Ask whether support is included and what the response time is. Request a reference at a similar company size.
Questions to ask survey software vendors
Survey tools store answers from customers and employees, so the sales call should cover data protection, access control and contract terms. Pricing pages usually skip these topics. Ask every vendor the questions below, request written answers and compare them. This is also where the differences between a form builder and a research platform become clear. Use the same list for every vendor so the answers stay comparable.
Which plan includes SSO?
SSO is often reserved for top tiers. Zoho Survey, Typeform, Formstack and SurveyMonkey list it for Enterprise only, and Alchemer lists SAML 2.0 on its Platform tier. Ask which plan you would need and the price.
Where is respondent data stored?
Some vendors do not publish data location. Wufoo, for example, states neither SSO nor EU data residency publicly. Ask for the storage region and whether you can choose one.
What compliance support do you offer?
Ask for the data processing agreement and any certifications that apply to you. Formstack lists HIPAA compliance as an add-on without a published price, so confirm what is included before you rely on it.
How are responses counted and capped?
Caps vary by plan, such as 100 per month on Typeform Basic or 1,000 entries on Wufoo Starter. Ask how partial responses count and what happens after the cap.
What happens to our data if we cancel?
Wufoo states that access continues to the end of the billing cycle and the account then reverts to a free plan. Ask each vendor about export formats, retention period and deletion timing.
How to run the decision
Run the decision by defining the survey types, the data you collect and the people who need access. Shortlist three tools and build the same survey in each, then review logic, exports and admin controls together. Send security, data location and exit questions in writing and compare the replies. Involve the data owner or privacy lead before you sign, and record the reasons for your choice.
Our recommendation
Pick by use case and by who will respond. Google Forms, Tally and Zoho Survey handle quick internal polls and customer feedback, while SurveyMonkey and Typeform appeal to teams wanting ready templates and a polished look. Research programs that need panels, regional hosting or compliance options should examine QuestionPro, Sogolytics and Qualtrics. Run one genuine survey through your shortlist first. Before signing, ask about response ceilings, number of users and which reporting or security features need a higher plan.
Survey and Form Software: frequently asked questions
What is survey software?
It is the category of tools for building questionnaires, sending them via link, email or embed and then analyzing the answers. Options run from plain form builders up to research platforms with advanced logic, respondent panels and statistics.
What is the best survey software for small business?
Tally, Zoho Survey, Typeform and SurveyMonkey are the usual shortlist. Tally charges nothing for unlimited forms. Zoho Survey bills per account and its Basic plan stops at 12,000 yearly responses. Typeform suits polished lead capture, while SurveyMonkey offers ready templates once three people need access.
What is the best free survey tool?
Google Forms is free for anyone with a Google account, and Tally lets you run unlimited forms and submissions without paying. SurveyMonkey, Zoho Survey, QuestionPro and Typeform offer free tiers as well, each with response or feature limits.
Can survey software run employee or NPS surveys?
Yes. Zoho Survey reports NPS and CSAT, Sogolytics covers customer and employee experience, and Qualtrics runs employee programs at enterprise scale. Check anonymity options and reporting filters before you send an employee survey.
Which survey tools offer SSO and regional data hosting?
SurveyMonkey lists SSO and US, Canada and EU data centers for enterprises, and QuestionPro hosts data in several regions. Zoho Survey limits SSO to its Enterprise plan, and Alchemer lets buyers pick a storage region.
Which survey and form software include SSO below the enterprise plan?
QuestionPro (Not specified by plan (SAML SSO documented in help center)); Alchemer (Platform only (SAML 2.0)). The other tools either reserve SAML SSO for their top tier or do not say on their public pages.
